SUBMITTED BY: RAMOS, JOSEPH 1566 (20-33510) (AR20-37830) DID UNLAWFULLY HAVE IN HIS ACTUAL OR CONSTRUCTIVE POSSESSION A CONTROLLED SUBSTANCE, TO WIT: ONE ALPRAZOLAM (2 MILLIGRAM) PILL, IN VIOLATION OF FLORIDA STATE STATUTE 893.13(6)(A). DID UNLAWFULLY HAVE IN HIS ACTUAL OR CONSTRUCTIVE POSSESSION A CONTROLLED SUBSTANCE, TO WIT: APPROXIMATELY 0.5 GRAMS OF METHAMPHETAMINE, IN VIOLATION OF FLORIDA STATE STATUTE 893.13(6)(A). DID KNOWINGLY AND WILLFULLY BE IN THE ACTUAL OR CONSTRUCTIVE POSSESSION OF A CONTROLLED SUBSTANCE, TO WIT: CANNABIS IN THE AMOUNT OF 20 GRAMS OR LESS, IN VIOLATION OF FLORIDA STATE STATUTE 893.13(6)(B). ON 031120 AT APPROXIMATELY 1940 HOURS, I WAS DISPATCHED TO THE WAL-MART LOCATED AT 6885 SOUTH SUNCOAST BOULEVARD, IN HOMOSASSA, IN REFERENCE TO A THEFT IN PROGRESS. UPON ARRIVAL, I MADE CONTACT with LOSS PREVENTION OFFICER PABLO PABON AND THE DEFENDANT, LATER IDENTIFIED BY HIS NAME and DATE OF BIRTH AS MR ROBERT GILBERT. IT WAS DETERMINED THAT WAL-MART WANTED NO FURTHER ACTION TAKEN, AT which THE DEFENDANT WALKED OUT OF THE STORE. I THEN CHECKED THE DEFENDANTS NAME VIA AGENCY DATABASE AND OBSERVED THAT HE HAD AN ACTIVE WARRANT AS OF 031120. I AGAIN MADE CONTACT WITH the DEFENDANT WHO WAS STILL IN FRONT OF THE WAL-MART, LOADING ITEMS INTO A VEHICLE. I THEN PLACED THE DEFENDANT IN HANDCUFFS (DOUBLE LOCKED), BEHIND THE BACK, AND INFORMED HIM THAT HE WAS BEING DETAINED PENDING CONFIRMATION OF THE WARRANT. THE WARRANT WAS LATER CONFIRMED BY CITRUS COUNTY SHERIFF'S OFFICE TELETYPE. AT THAT TIME, I INFORMED THE DEFENDANT HE WAS BEING PLACED UNDER ARREST IN REFERENCE TO HIS WARRANT. INCIDENT TO ARREST, I BEGAN TO SEARCH THE DEFENDANT and EMPTY HIS POCKETS. IN HIS FRONT PANTS POCKET I LOCATED AND PULLED OUT A PACK OF CIGARETTES. WITHIN THE CELLOPHANE AROUND THE PACK OF CIGARETTES, I OBSERVED A SMALL AMOUNT OF A GREEN LEAFY SUBSTANCE, ONE WHITE RECTANGULAR PILL, AND A FOLDED PLASTIC BAGGIE. ONCE I OBSERVED THESE ITEMS, I DID NOT MENTION THEM TO THE DEFENDANT; I PLACED THE CIGARETTE PACK ON MY PATROL VEHICLE. THE DEFENDANTS FRIEND THEN ASSISTED with GATHERING HIS PROPERTY (A NECKLACE, A HAT, AND KEYS). ONCE THE DEFENDANTS FRIEND GRABBED HIS BELONGINGS, THE DEFENDANT STATED ‘dont FORGET MY CIGARETTES. AT that TIME, I INFORMED THE DEFENDANT THAT THE CIGARETTES WERE BEING SEIZED. I THEN SHOWED THE DEFENDANT THE PACK OF CIGARETTES WITH the AFOREMENTIONED ITEMS IN THE CELLOPHANE, TO WHICH THE DEFENDANT STATED ‘THOSE ARENT MINE. I THEN READ the DEFENDANT HIS MIRANDA RIGHTS VIA PREPRINTED AGENCY CARD. HE STATED HE DID NOT WISH TO SPEAK with ME. the GREEN LEAFY SUBSTANCE WAS LATER FIELD TESTED UTILIZING AN AGENCY ISSUED PRESUMPTIVE FIELD TESTING KIT AND YIELDED A POSITIVE REACTION FOR THE PRESENCE OF TETRAHYDROCANNABINOL (THC). THE CANNABIS WAS WEIGHED AND YIELDED A TOTAL APPROXIMATE WEIGHT OF 0.2 GRAMS. THE PLASTIC BAGGIE WITHIN THE CELLOPHANE CONTAINED A CRYSTAL ROCK-LIKE SUBSTANCE, which WAS LATER TESTED UTILIZING AN AGENCY ISSUED PRESUMPTIVE FIELD TESTING KIT AND YIELDED A POSITIVE REACTION FOR THE PRESENCE OF METHAMPHETAMINE. THE METHAMPHETAMINE WAS WEIGHED AND YIELDED A TOTAL APPROXIMATE WEIGHT OF 0.5 GRAMS. THE WHITE RECTANGULAR PILL WAS OBSERVED TO BEAR THE IDENTIFIER ‘G3722. THIS PILL WAS SEARCHED VIA DRUGS.COM AND WAS IDENTIFIED AS ALPRAZOLAM (2 MILLIGRAM), ALSO KNOWN AS XANAX. THE DEFENDANT WAS INFORMED THAT HE WAS ALSO BEING PLACED UNDER ARREST FOR TWO COUNTS OF POSSESSION OF A CONTROLLED SUBSTANCE and ONE COUNT OF POSSESSION OF CANNABIS (LESS THAN 20 GRAMS). HE WAS SECURED IN THE REAR OF MY PATROL VEHICLE AND TRANSPORTED TO THE CITRUS COUNTY DETENTION FACILITY FOR BOOKING AND PROCESSING. THE DEFENDANT WAS CHARGED WITH TWO COUNTS OF POSSESSION OF A CONTROLLED SUBSTANCE WITH A BOND SET AT $2,000.00 (FOR EACH COUNT) and ONE COUNT OF POSSESSION OF CANNABIS (LESS THAN 20 GRAMS) WITH A BOND SET AT $1,000.00. THE DEFENDANTS TOTAL BOND WAS SET AT $5,000.00, PER THE BOND SCHEDULE. ALL SEIZED ITEMS WERE LATER TURNED IN TO EVIDENCE, ALONG WITH DIGITAL PHOTOGRAPHS.

Who can visit? Inmates are allowed one (1) visitation day per week. Inmates may receive visits from up to 6 persons during any one visit. They will be split into groups of 2 at a time. A natural parent/legal guardian accompanying a minor must present the original birth certificate/ legal guardianship papers. Visitors must arrive 30 minutes prior to their scheduled visit time. Visitors may visit only one inmate per visit for a period of two (2) hours. All vehicles must be completely secured while on Citrus County Detention Facility property. Will I be searched? All visitors and their possessions entering the Citrus County Detention Facility are subject to search. The visitor may be required to submit to an electronic or pat search before entry is permitted. What is the dress code for visitation? Visitors are required to wear long pants (or a dress/skirt/shorts of appropriate length), shirts, underclothes and shoes. No low cut blouses. All shirts/blouses must have sleeves. No jackets or sweaters may be used to cover a sleeveless shirt/blouse. Shorts/Skirts must reach at least to the top of the knee. No bathing suits, halter tops, tank tops, tube tops, muscle shirts or miniskirts are allowed. The Visitation Officer will determine if clothing is appropriate. What type of identification do I need to be allowed into the facility? Each visitor must produce a driver’s license, state issued photo identification or passport upon entering the facility. What items am I allowed to bring to visitation? Cell phones, cameras, cigarettes, lighters, knives, guns, and handcuff keys, are not allowed to be brought into the facility. Only photo identification and car keys will be allowed into the visitation area. No purses, wallets, bags, brief cases, etc. will be allowed into the visitation area. We recommend leaving these items in your secured vehicle. The facility has storage space for umbrellas in case of inclement weather. For those unable to store their personal items in a secured vehicle, there are a limited number of lockers available in the lobby. Items not allowed in the facility will not be stored in these lockers. The facility is not responsible for items brought into the facility that are not allowed into the visitation area.
